Keep Plymouth Fishing – Marketing Strategy - request for quotes

The Plymouth Fishing and Seafood Association (PFSA) in Partnership with the Plymouth City Council is seeking an agency to run a marketing campaign to “Keep Plymouth Fishing” by promoting the sale of locally caught seafood and highlighting the value and importance of our local fishing fleet.
The Plymouth Fish auction market closed unexpectedly in May 2024 and since then a portion of Plymouth landed fish is being transported to other markets for first sale (in some cases before being returned to Plymouth). This has increased costs for fishermen and local businesses and also adds road miles.
The work of the agency will be to provide a full service: scoping out the need / opportunity, defining and then delivering the solution. An evidence-based campaign is required that demonstrates the quality and value of local fisheries, encourages more local sales of Plymouth landed fish and Promotes Plymouth fish on the international market. We would like the campaign to build on the existing work of Seafood Plymouth “Choose Local Go Wild” that is being run by the PFSA. It is expected that the PFSA will play a role in the delivery of the plan.
PFSA and PCC will seek to secure central Government funding through the Fisheries and Seafood Scheme Funding to deliver this work. Due to funding restrictions all work on the campaign much be complete by the end of March 2026. To submit a successful bid, we need to justify costs included in the bid. The Partners are therefore seeking a quote for the works outlined in this brief.
Objectives and budget
It is expected that the campaign will include the following activities to be delivered with a ~£100k budget.
· Production of marketing materials
· Film showcasing the provenance of Plymouth fish
· Promotion of Plymouth fish to the international market
· Cooking demonstrations
· Pop-up fish eateries
· Online social media promotions
· Promotion of the local industry during Plymouth’s Seafest in 12-13 September.
Timeline
There is a tight timeframe for this work based on the need to secure funding via the government’s FASS scheme.
· Deadline for submission of tenders is Friday 23rd of May.
· Results from tender process- end of May / early June.
· Work commences on successful procurement of a grant ~ July.
